that was challenged by residents of Arivaca, and largely "mothballed" since it didn't deliver on the contract.  The issues, millions of dollars in contracts award by Task Orders for ID/IQ ---- that's INDEFINITE DELIVERY with INDEFINITE QUANTITY in fed-confusing lingo - and whether local residents and communities know the facts so they can made an informed decision is very important.
